Founding Directors

T. Marshal Seufert, Founder

1991-Present

Marshal Seufert has helped launch and develop CEO since its inception. He has personally taught students at most of our centers, directed centers, developed programs, trained teachers, and directed the organization. He has previously worked for other adult education organizations, worked in non–profit development, grant writing, and campaign work. In addition to his volunteer work as a founder and board member for CEO, he works as a criminal defense attorney in Denver for the Office of the State Public Defender. Marshal has been a Colorado resident since 1985.

Gil Gardner

Dr. Gilbert Gardner

2003-Present

Gil Gardner, Ph.D. is an Associate Professor of Sociology and Director of the Criminology Program at Regis University. He has helped provide student volunteers to CEO since 1993. Dr. Gardner has also taught college courses in prisons since 1977. In 1988 he founded the Regis University PATH Program, offering college degree programs in twenty Colorado facilities serving over 300 full-time students in prisons, therapeutic communities, county jails and community corrections facilities. In 2001 he founded the Naropa University Prison College Program offering college classes to prisoners in ten state correctional facilities. And in 2004 he worked with the Colorado Department of Corrections to establish college programs in sixteen prisons offered through four Colorado colleges. He continues to work with the Colorado Department of Corrections, colleges offering prison programs and Criminal Justice organizations to develop programs and on research projects related to prisoner eduction, recidivism and reintegration. Dr. Gardner has also published articles on prisons with a focus on prison history.
